This is a concerning trend. People’s bodies do develop at different rates so before contemplating any surgery, this has to be a factor. As the author rightly points out, the psychological aspects of younger people are also a very important factor. Are they considering surgery for the right reasons? Do they see it is almost as trivial?
Again, this issue boils down to the ethics and approach of the surgeon. It is almost always possible to find a surgeon who will do what you want. That does not mean this is best for you. At my practice, the welfare of the patient is the most paramount consideration. There are certainly cases where surgery on teens is safe and appropriate. However, even more caution and thought should be given to this patient group before surgery is done.
